  2. when it rains it does not rain in the whole world at the same time

    the rain is limited to the clouds ,and there has to be an end somewhere

    This also moves with the clouds ,so you could be walking with the rain in front or behind you and not get wet ,or for the same money keep walking in the rain whilst it stops behind you .

    I know in Europe it always seems to rain in the whole country

    In Africa it can rain on the one farm and not on the neighbor ,frequently

    because the places are bigger the rain appears more local.

  3. For there to be rain there has to be clouds. So if the clouds end at a certain street, there will be no rain past it.

    The rain has to stop somewhere. If it didn't then the whole world would always be rained on at once.

Storm cells often cause small localized rain events that are part of a larger weather pattern.  The idea is that there are storm conditions but the whole storm is not raining etc... at the same time.  A good example are summer rain showers in the far western parts of the US.  I'm sure they happen elsewhere, but that is the only place where I've experienced them.
