How can man develop without polluting?

Just about any activity relating to development (farming, better infrastructure, improving health, building schools, etc.) produces some kind of waste. The goal is to develop in such a way that waste can be managed, through recycling and reuse.  For instance, many countries need better transportation. If the countries focus on mass transit and other alternatives to cars, they will still produce pollution, but not as much as cars.
