Don't focus on the phone number.  Focus on getting to know her.  Don't try any 'lines', just say hello, smile, make small talk about what's going on where you're at, explore to find any mutual interests you have (ask questions about good restaurants, movies, sports, current events).

In short, don't treat her any differently at first than you would an agreeable man who you might become friends with.  After she feels comfortable with you, she'll give you the phone number--and maybe a whole lot more!

Instead of asking a girl you like for her phone number try asking her for her email address....its less threatening and as you chat it up then you ask for her phone number. Try not to be too aggressive.

yeah i agree with the other answer. It is a difficult balance, but try to act confident, not cocky tho, develop a bit of a rapport with her, and then take it from there..... umm also i know it is hard but dont worry about failing, as if u do you will appear less confident, probably splutter a bit and then u will be numberless....... maybe if there is someone who you like you should practise on a few other girls first, and from there you can build up your confidence.
