How can one artificially to start a volcano?

According to "Making an Island/Methods" on Wikibooks, one can make an island by the "Volcano Method" where " If an appropriate point can be found where a volcano can be stimulated by drilling or placement of explosive on the ocean floor, a subsequent eruption may form a cone of lava that reaches above the surface of the water " I am wondering about ideas and hyphothesis on how that may be done, all ideas are welcomed .

I'm looking at all kinds of areas here. The butterfly wing effect. Direct hits. Point and drag. I suppose an explosion at the stimulation point would do it. But I believe the points in question are out of reach for us. I hate passing the buck, but a great display happened in the original "Time Machine" early 60s. Without ruining the movie for you, there is a segment where man dropped the nucs all over the world. This infuriated Mother Earth and she answered back in her own way. Please see this movie.
