How can one help a city look better? how can i paint some buildings?

the centre of the city i am living in has many buildings around that spoil the view.

and i thought that the center will look much better if somebody will at least paint those buildings in white and put some flowers. because it is indeed the centre of the city, of the capital!

i'm just a normal person. i know there is a way to do something, i know it's legal, but how can i do it?

where to go and how to tell?

please dont tell me to write suggestions, because i really want to do it and i'm serious.

Start at the Mayors office and let them know what you would like to do.  be heard
