How can one receive free money to start up a small business. . .?

I have heard of grants that do not need to be paid back to the government. I am a female and want to start a business where I need to purchase a place with a gift shop on the premises and also has an apartment attached for a steady income. What are the steps to this process? Supposedly there is a lot of government help out there.

Check the small business association and SCORE - the Service Corp of Retired Executives.

Depending on the type of business you want to start, you may qualify for some type of grant, or perhaps low interest loan.

FYI - "Women owned" business is different than "Minority Owned".... as white women are NOT counted as a minority, but there are some pro-women programs out there.  Your best bet is to partner with a "preferred" minority, and you'll quaify for MANY more programs...even GUARENTEED sales to the Fed Government if you fail to make a profit in the "real world".

Our local community college is advertising a class for starting your own small business and those that finish the class will receive $3,000 to put towards that cause.  So call around to some local colleges where you are at.  They may be able to give you more direction as to what you need to do.
