Some states do not have the real I.D. yet, and have stalled hoping it will all go away, or until after the coming elections.  They want the illegal aliens to vote in the coming elections against any proposal that would prevent the illegal aliens from taking American Jobs.

Under the table payment same as any other country.

I have worked in the US in my teens and early twenties and never had a green card. I have worked in my own country without paying tax. It goes on everywhere. It is who you know.

Most smaller companies do not check their employees SS # when they are hired.. so as long as they can provide a phony one the employer doesn't mind. Also there is a tax ID # that an illegal can obtain and some companies accept them in place of a social security number.

There are non-immigrant visas like H1b. The person is considered a temporary resident but can't stay past the end of the work permit

4. K-1 visas allow the holder to enter the USA for 90 days only and allow the holder to work.

First of all, they might be US citizens.

If they are immigrants, they would be here on either a work visa or some other visa that lets them work (student visa, etc.).

Then of course, they could be working illegally.

Work visas, which are not "green cards" but allow certain type of workers to work in the country for a temporary period of time.
