How can restrict a file download for members?

hi,

I am a moderator, I have members with diffrent charecters. I want to upload files to be downloadable by some of the members and not by all members. how can i set access level for files? I have done web setting in management section, but it does not let me to choose which members to send, either all or non!. Thank you
