How can someone speed up a Hit and Run investigation?

My cousin was involved in a hit and run accident last week but the cops aren't doing anything. He has a description of the guy and even the license plate number of the car. Anything he can do about this? Any way to speed up the investigation.

Go hunt down the perpetrator yourself and put a couple dozen boxes of doughnuts in his front yard.  The cops will come running from miles around...

The answer about the donuts is not altogether wrong. Police are busy and they prioritize their work every day. Help them out, but don't endanger yourself.
