I think its fine.

First of all, the explanation says that it is dark, not pitch dark.

Secondly, perhaps the TOP of the public toilet is not as well coated or perhaps not coated at all, to act like a skylight. Who looks from the top, anyways?

Notice that from the inside of the toilet, the world seems darker than the little space on the bottom, where it is perhaps not coated.
