How can u get unlimited blue shells on Mario kart DS?

i was raceing on wifi and some one keept shoting blue shels at me non stop how did he do that

Yea I know what you mean. They cheat somehow because on the Wii its like that too. I shoot them with shells and it just goes right over them and its impossible to win. They are proabably useing Action Replay on the DS, but I dont know how they do it on the Wii.
