  1. You few options.

    You can buy ADR/ADS shares which are basically shares of foreign companies traded on US exchanges (e.g. Toyota).

    You can open an account with a broker like e-Trade that gives you access to foreign stock exchanges (trading fees are significantly higher).  Or you can open an account with a broker in that market.  For example, there are brokers in Australia that will open accounts for US customers.

    Alternatively, you can buy mutual funds and ETFs that invest in foreign markets.

    Without knowing which stock exchange you'd like to invest in, it's difficult to offer specific advice.


  2. You buy them by buying mutual funds. Go to www.vanguard.com. Look up International funds, preferably index funds and go from there. Vanguard is a no-load company and does not charge any sales commissions like loaded funds. Good luck.
