How can we enroll every girls in formal schools?

There are millions of girls out of school. The causes may be poverty, conflict, natural disastar, unsafe schools, disability, geographical barriers, and so on.

Though the DAKAR convention promised to provide education for All by 2015, it seems hard to achieve.

In the USA, all boys and girls receive a free public education for 13 or more years (K-12 plus transition and community college).  This is a pattern for India to emulate.  Its implementation should strengthen your country and the world.
