You can't. How can you not have proper ID? You should be able to obtain it.

You can't.  You will need ID to get the marriage license and your officiant may want to see your ID as well.

You cannot get a marriage license without proper identification.  Furthermore, the person who marries you will also need to verify that you are the people who signed the marriage license.
