How can we know if an organic or inorganic compound is flammable,combustible and can generate electricity?

2.Properties based on theory from old compounds that have similar traits

3. Theory can allow for calculations of these properties but are extremely advanced and can only be carried out by CPU

The simplest way would be to try and set fire to the compound.  If it catches fire, you then know it will combust (it burns) and is flammable (it ignites).

If the compound is an oxidizer/reducer, most likely it will conduct electricity.
