This may sound werird but you could make posters and hang them up around.  You could also make flyers and go doors to door and put them on the door mats.

There are many promotional techniques in which we can promote recycling and of course there are the two extremes, 1. reward people for recycling x amount of rubbish etc or

2. Impose government laws and limits which have to be met or recieve fines. For example the co2 emmisions problem has been reduced due to MOTs being based on the amount of emmisions released by the car i.e. less emmisions less road tax etc this could be implemented for recycling hope this helps!

Make sure every city recycles, add more recycling bins on the streets, add more recycling trucks to roam streets, expand recycling education. Teach more people about the benefits of recycling.

tell people to recycle at your job-by placing bins for plastic,  glass & paper.  tell your neighbors too.

Environmentalism is like religion.  It's not something you can push someone into, they have to realize it for themselves.  You can bug them and bug them about recycling and conserving, but if they don't think it's important they won't do it.
