If the ddg was the first of its class, you might be able to get assistance from the USN.

You don't say what age or condition she is in, and what action needs to be taken to keep her afloat or what it will cost to permanently dry dock her..

Do you have any plans to restore her to a particular condition, e.g. as built or first upgrade.

What you are talking about is a massive project and will eat money.
