By being a vigilant citizen.  Start it from your school.  Organize students who share the same sentiments like you do.  Do extensive research on the problems you mentioned and what your local government is doing about it or not doing about it. Document your complaints and gather evidence to support them. Prepare your solutions or recommendations on how to the problems. Seek audience with government officials about you student organization's concern and get their committment to do something to resolve said concerns. Conduct teach-ins about the community problems you mentioned.  Let the community know what you know, and solicit their support,  Tell them that its not only the students who will benefit.  After all, you are all citizens of the community and you all deserve a better delivery of public services from the government.

As a person who is working on changing the system that is riddled with corruption, poverty, racism plus lack of funding for education here in Romania I can tell you that it is not as easy as you think or hope. You have to a have a people who want to change, are willing to fight themselves to force that change as well as those on the outside willing to organize and help fund institutions that work toward that goal. One of the largest problems is that is is not something that is fixed overnight, in a week or even 5 years. You have to create programs that work to keep families together, provide education, and the younger the better. Basically a 45 year old man is less likely to push for change as his 20 year old son and changing ideas and ways of life such as children begging takes much longer. It takes generations to work in a help create a better society for people. You have to empower the children so they can go up and empower their own children. Riding in to a village with a U-haul full of food and a medical team is only a band-aid, a temporary fix that will only ease hunger and pains today...what of tomorrow, what of next week. Then you have the problems your own missionaries who become corrupt and burnt out and in the end are more damaging than poverty itself. As for helping it takes a life time, maybe even two filled with people who have a passion for the people and the rest who support them.
