How can you access "Hysterical Strength"?

I read up on this concept of "Hysterical Strength" and found it very interesting. "Hysterical Strength" is classified as a human using more than the average 33% of muscle fibers that our brain "allows us" to use. That indicates that with the proper mental training, you can utilize this strength at your own discretion. I'm not talking about working out and getting more muscle to be stronger, I'm talking about using what is there to its full potential. My question is how do you train your mind to allow you to access this reserved strength at will? Besides of course putting yourself in a life or death situation.

  1. ask criss angel that dudes crazy honestly no one on here will be able to tell u accuratley but it's alot to do with adreniline and controling it

Powerlifting is probably the closest thing I can think of to what you are asking.  Powerlifting workouts include high weights at low reps, concentratings on putting as much weight up as you possibly can.  With a good spotter, you can actually do even more.  I don't mean one of those pretty boy spotters that pick the bar up at the first sign of trouble.  I mean the spotters that push down on the bar when you are going down and offer minimal help when you are going up, making you fight for every rep.  

    After surviving those workouts, and surviving is the right word, you will experience a new degree of control over your strength.
