How can you ban member spaming group?

Our group no longer has an owner I am a moderator and owner mail comes to me but I don't seem to have any power

If you are the group owner or a moderator with the assigned privilege, you can ban a member:

Sign in to your group and click on Members link located on right side of screen.

Locate the member you wish to ban.

Click Edit Membership underneath the members name.

Scroll to bottom and click on "Ban Member".  Confirm that you want to Ban Member.

BUT your owner should "grant" you the privilege of banning a member.
