How can you check if a person ordering in an online shopping cart is genuine?

is there some ways in php to find out if the person who will order is in fact existing or if it is'nt a frank order? how can you verify if the customer is real before adding his/her record in the database specially with the credit card info.? this will help a lot in my project... tnx...

Register your shopping card, and add a credit card verification process with one of the credit companies.

If you contact any one of them (Visa, Mastercard, AmEx), they should be able to help you out.
