How can you find someone who's located in another country, and the only information that you have on them is only their first name and their date of birth?

What else do you know about the person?  It's a longshot but you can add scraps of info like approximate age, if you know it and try searching the net ex like schools, universities with those facts.

Last name is important, but sometimes you can get by without it by searching public records.

There are several sites out there that allow you to find people by searching public records.
