How can you find work in a city your relocating to if they wont accept your app because your not there?

Im relocating to Charlotte from Indiana, Ive put in so many apps and have been turned down by so many its ridiculous. I dont know if its because of my address In Indiana that they may think Im not a serious inquirer or what.
