I would assume that the only way of getting an EU passport is by emigrating and becoming a citizen of one of the issuing EU countries.

How do I, as a UK resident, get an American passport? Become an American.

You need to become a citizen of one of the countries in the EU, through residency.  So, you will need to move to Europe, through marriage or for a job, and live there for several years.  After that, you will be eligible to apply for naturalization.
