How can you get a US visa by 25 Aug for a Jamaican resident that will only be in transit for 3 hours? ?

Originally expected to have a direct flight to London, travel agent encouraged travelling via USA due to time constraints and then after flights had been booked and paid for mentioned a visa would be needed. Is there anything that can be done?

Ten days is probably not enough time to get a visa, even for transit, but call and ask:

http://www.unitedstatesvisas.gov/

Otherwise, try to switch to transiting through somewhere else.

Not possible.  It takes a lot longer than that.
