How can you get a travel visa to Canada, in French? or in Arabic?

My cousin in Lebanon wants to travel to Canada, and he needs a visa, but he cannot read or speak much english.

From where can I get him a visa to Canada, in arabic or french?

  2. Canada has both English and French as official languages, so you should be able to have any documentation in both. Government of Canada websites are also bilingual so I don't think you should have trouble getting it in French.

  3. What I know is this:  When my husband and I traveled to China, the visas they put in our passports were in Chinese.  We couldn't read them, but it didn't matter, because the people in China could.  

    I imagine he'd have to go to the French embassy in Lebanon, and surely the people who work there would have to speak the language of the country they're working in.

    (I think visas are issued by the embassies of the countries, so it's not like you can shop around for a visa in the language you're looking for.)
