In order to immigrate and stay legal in Panama you have to have a visa.  Depending if you want to work, then you need a visa that allows you to apply for a work permit, or create yourself a structure that will provide you with a work permit.  If you want to become a Panamanian, then you have to apply for a visa that will allow you to apply for citizenship after 5 years of having a permanent residency.

If being a citizen is your goal, then I recommend you check the Immigration website at http://www.migracion.gob.pa (they have an English version of the site).  Go to the permits & requirments tab, and then click on "services offered".  Then click on the drop down for immigrant visas, and check if you can fit with any of the profiles.

I recommend you contact an immigration specialist in Panama, in order to get a professional view on your situation.

There are many programs available. Many will only grant you residency.  If you want to be a Citizen, it is tough.  If you have $175k then you can get instant economic citizenship.  Or, you could marry a Panamenian.  Not recommended - and that can take quite a few years.  Your current nationality will also affect what you qualify for. Some countries have certain pacts which may make it easier for you.  

Most people can get a tourist visa and stay the 30 to 90 days... but I don't suggest you overstay the tourist visa... you can be swiftly deported which may prevent you from re-entering for at least 5 years!

You can acquire the panamanian citizenship by three ways:

1. By being born in here

2. If both of your parents are panamanian, but you were born in another country, you can get the panamanian citizenship

3 .You must have lived 5 consecutive years in here, plus a lot of requirements by the Panamanian Government. You can consult in these pages:
