Get your passport application at any US Post Office. Follow the directions. It will cost you about 80 bucks.

You will have to get a tourist visas whose length of time will depend on your country of birth. Probably good for 30 days.

You can get that at the airport in Panama City. Cost is five bucks.

So the answer is yes, you will need a passport to get into Panama City.

Are you American?  If so, go to the post office or embassy to apply for one.  :-)  Also, if you are going, make sure you bring 5$ cash for a tourist card.  They never "have change" for larger bills.
