How can you get your Driver's liscense unsuspended for child support?

My friend got a letter that his driver's liscense suspended due to non payment of child support. He has been paying something tho not ALL of his obligation. Also the letter said his car tag is also suspended. This is in the state of Arkansas

So what he wants to know is 1) How does he get his liscense unsuspended? Will he need to pay a big lump sum?

2) what does it mean that is car tag is suspended? Does that mean no one can drive the car?

He has to pay off ALL the back support.

1. He'll  have to pay all the past due monies on his child support.

2. No one can drive the car until he pays ALL back support.
