  1. If you were born in Korea, I would start with the Korean Consulate in New York:

    Main Office : 335 E. 45th St.(4thFl.), New York, NY 10017

    Tel #: 1-646-674-6000, 1-212-692-9120

If you are a US citizen by virtue of being born to US citizen parents, you can obtain a copy of the Consular Report of Birth Abroad You can find out how here: http://travel.state.gov/passport/get/fir...

  2. You need to contact the government office that has your birth certificate, which would be known as the office (or division) of vital statistics (or records) in the country where you were born.  In the USA, that office is in the state where you were born.  That office will be able to tell you all of the requirements to request a copy of your birth certificate, how long it takes to get it, and what the cost is going to be.  By the way, the certificate your parents may have gotten at a hospital or church is NOT a valid birth certificate.  If you are located in the USA and were born in Korea, you might contact the Korean Embassy of Consular offices, which would be listed under "government" in the phone book.  There is probably an office in New York City, and almost definitely one in Washington, DC.  If for any reason there simply is no office you can find in the US, contact the State Department for advice -- they're very helpful!
