How can you have a partly free press?

I had a conversation with a friend of mine about freedom of press. Then she said to me that some countries have a partly free press. I always though that a country's press was either free or not. Can somebody explain this to me?

  1. It would be perfectly possible in law for a country to ban reporting on certain specific subjects such as, for example, the ruling family's private lives and affairs, while allowing free reporting on other subjects.  I don't know of any specific cases, tho'  


  2. There's no such thing as freedom of the press. There's always someone ready to censor the media, be it by the D Notice, or other less subtle means.
