  1. Paul is right, if it conducts electricity it's electrolyte solution. All metal part, well NaCl - sodium chloride, that paul mentioned is not metal at all. So, all metals doesn't make sense.  


  2. If you dissolve an electrolyte, such as sodium chloride, in water, you get a solution that conducts electricity.

    If you dissolve a non-electrolyte, such as ordinary sugar, the solution doesn't conduct electricity because there are no charged particles.  (It may conduct just a little bit, because of impurities)

    I don't understand what you mean by "all metal".
