Oxygen from the environment is not plentiful underwater, so you need some kind of oxidizing chemical instead.

Heat is hard to maintain underwater, because water will absorb it very quickly, so you need a reaction that proceeds very quickly - too quickly for water to douse it.

tradtional matches will not burn under water but there are varietys of matches that will burn under water such as storm matches, also there are many chemical substances that will burn under water such as thermite
