  1. If you have fuel, oxygen, and enough heat, you will have fire.

    Oxygen from the environment is not plentiful underwater, so you need some kind of oxidizing chemical instead.

    Heat is hard to maintain underwater, because water will absorb it very quickly, so you need a reaction that proceeds very quickly - too quickly for water to douse it.

    If you had the chemistry background you would need to solve these problems on your own, you would not be asking about them on Yahoo! questions.  Fortunately, however, both have already been solved for you in the invention of things like storm matches - they include oxidizers and fast burning fuels that allow underwater flame.  You can buy them from many hardware stores, or outdoor suppliers.
