  1. The charge will dissipate on it's own, specially if the air humidity is high. Try wiping it with a damp rag.

You can make it neutral by touching it to something that is negatively charged.  the electrons (which are negatively charged particles) are attracted to the positively charged particles in the rubber and will flow into the rubber until every positive charge has a negative charge to go with it which will then make the rubber neutral
