How can you make flying effects on stage without hiring professionals?

Im doing a little play at my camp. It is based on the movie "HOOK". We are trying to get Tinker Bell to fly and when Peter has to fly let him fly when she is not. Is there any way that we can set up our own flying effects using ropes at a small budget?

  1. First how old are these people you want to fly?  Second ask if it's safe when all you have is just rope.  In order to save the budget just draw the curtain and do a voice over indicating that both Peter and Tinkerbell are flying.  Then open the curtains and make it look like they arrived to their destinations.  That way you won't have to use rope and noone will get hurt.  Also try making their flying trip at a minimum where you won't keep having to draw the curtains--assuming you have curtains--or fade to black if you don't.
