Buy a domain, buy on line hosting and upload html files, or set up your own server, and then download or buy MS Front page, which allows you to make a website like you would writing a normal word document, or Slide show, and then it converts it to HTML, which you then save and upload to your server and there you have it, the easiest way to make a website.

    Now, if you are really interested about web page design, well first learn how to create html pages by learning html in a book, then use a tool to create web pages like macromedia's fireworks or their flash lenguage, then go to a i.p. registration vendor and register the static i.p. of your machine (if you get one from your dsl provider or your current internet provider) and then after paying the rent of one year for a certain i.p. mapping to your favorite website address (your usual www.something.com) name, then you can have a server like apache constantly dishing out your favorite web pages out of your own machine at home.  or you can learn linux, install the amp stack at home, which is apache's webserver, have the mysql database and the php language. either way
