  1. Test strips are the most accurate. However, A specific PH isn't as important as a stable one.  Unless you have seashells or bog woods in the tank, the PH is going to be what the PH is.  Keeping it the same all the time is the important thing.  THis means don't try to change it.  Fish will live in a range of PH.

  2. A test strip is the cheapest, but not by any means the most accurate. Liquid test kits are by far the most accurate. May be a little pricey in comparison to the test strips.

I use an API test kit - not cheap, i think i paid around $40 but i've had it for ages. as well as PH test solution, you get tests for 'high range PH which measures from 7.4 - 8.6, nitrate, nitrite and ammonia. if your PH is higher or lower than the recommended level for your fish, you can get API PH up, or PH down. it's true fish need their PH to stay stable, any sudden crashes or spikes can have unfortunate outcomes - i learned that one the hard way! Get yourself a test kit asap, the cheaper test strips are also good.
