  1. Practice.

I have had to work with a therapist by looking in a mirror to learn eye contact and appropriate facial expressions.  Hours and hours of eye contact with myself including affirmations in the mirror.  Then I progressed to working on it by talking to her and trying to mirror her facial expressions.  I was taught eye contact should be made for roughly 4 seconds before you glance away.  People are uncomfortable with too much eye contact as well as no eye contact.

It's still doesn't really feel natural but the response sometimes comes automatically.

Have you been screened by a neurologist to see if something might be going on.  You might want to look into nonverbal learning disabilities/disorder and possibly asperger's syndrome. (I am not a doctor and I might be way off).
