Yes tons of Money. Exp in politics and such is a plus. Most people aer voted in for there exp and understanding of what needs to be done. Money for the campaigning and such. GOod luck

Basically all you need is money, support, a willingness to become mayor, and of course enough stamina to deal with the stresses of being head of the city's government. Not to mention a candidacy form.
