  1. Wal-Mart sells and angle grinder for $30.. You can grind the boot off pretty quickly with that. HOWEVER.. you dont even want to know how much they will charge you for destroying the boot.  


  2. electric grinder with a cutting wheel.

  3. Pay the fine / bill / whatever you owe that caused you to get the boot put on in the first place.

  4. you really cant you'll just have to pay your tickets and get it off the legal way
