A cat's testicles are rather large intact so it's pretty easy to tell by comparison. Otherwise, just touching to see if it's still there will work well. You don't have to get down and squeeze him uncomfortably, just touch gently.

There is no sure way without consulting a vet; you can feel for the scar, however it could be from another surgery.  When in doubt, get to the vet.

I have never been able to see the scar from a neuter, it is usually so incredibly small and cats are very hairy back there.  Maybe the poster is thinking about a spay scar.

Male cats can be undescended, partially or fully.  That means that the testicals did not drop into the "sack" (sorry for the graphics) and are somewhere inside the cat.  If they are close to where they should be, you can feel them like marbles.  But they can be as far up as the liver and the cat will need a spay type surgical opening.  I believe that is called crypt orchid if you want to research.

There is a blood test for testosterone that IDEXX used to offer, I used that a couple of times when we suspected they hid something from us.
