How can you tell when a bottle of whiskey was bottled?

i purchased on old bottle of whiskey, still full with the wax on the top, from a thrift shop. how can i tell how old it is? there is a wisc state tax stamp on it with no year( #0827422) and it is stamped 168-69 11-d-16 on the bottom. i cant find any info anywhere, please help
