How can you view birth or death records online for free?

1) Find a site that has them. Google

{County/State} Death Index

or

{County/State} Birth Index

2) Follow the directions on the site.

There isn't a world-wide data base. There isn't a country-wide data base for any country. California, Kentucky, Maine and Texas have some death records for some years on-line via Roots Web. Illinois, Missouri and West Virginia have some records on line outside of Roots Web. Some county-level US Gen Web sites and some county libraries have some records on-line.

The UK has Free BMD.

The USA has

but it isn't complete.

Without knowing what years and what counties you are interested in, it is impossible to give specific links.

Note too that in almost all cases you'll be seeing an index, not the certificate itself.
