through educational program throughout the communities by agencies who deal with family issues/family court, etc. Having the public more aware of child abuse prevention education  through community programs and within the school district, using the media and brochure campaigns to get the messages out to the public

Court order programs for those who have abused their children to make them more accountable to their behaviors, through anger management, parenting classes, and counseling.

Let's break this down to abuse due to anger and frustration and abuse due to predilection.

People get angry, frustrated and stressed out and take it out on kids.  This situation is better in that people can be taught to handle stress and redirect their anger.  Usually this also involves in cutting down on the alcohol.

Secondly, people who abuse children because they have a desire breed into them are harder to deal with, since there is no treatment that will last a lifetime.  We can just get them off the streets.
