  1. 32 degrees F or below.

  2. Temperature at the higher stratospheres (where precipitation clouds form) are much colder than ground temperature. It may be 50 to 60 degrees fahrenheit as you're standing, but it's 28 or lower in the stratospheres.  I'd say at 60 degrees, it's possible snow can fall.  Snow will definitely fall if it's 32 or lower, because water freezes at this temperature.

  3. It can be from 38 degrees or colder.

And it depends on the freezing level.

Most of the time it has to be 32 degrees or colder because 32 degrees is the freezing temperature.

  4. Usually around 32 degrees. That is at the temperature that water freezes. When its colder you get the nice fine snow. When the temperatures are warmer [at or above freezing] you get that sloppy snow.

  5. There's really no set temperature for snow. Snow can fall when temps are in the 40'sF and it can fall when temps are in the -10'sF. And if conditions are right, then snow can fall when it's as warm as 50 degrees F like it did in Atlanta this past year. But it was only flurries. But when it's accumulating snow usually it's in the 30's or lower. Most of the time anything above like 37 or 38 it's usually rain.

  6. You need to have storm clouds to get snow. with out them it can get as cold as mines and still will not snow.

How ever the clouds need to be freezing and warmer temperatures below the clouds

  7. I have seen hail when it's eighty degrees out so my guess it could snow at that temperature too. It probably wouldn't make it to the ground though.
