I have no idea whether he knows the name of the cemetery.  I'm not sure I would necessarily remember the name of a foreign cemetery whether my grandfather was buried there or not.  

What does it have to do with government?

Does it really matter? Is it really an important skill in running a country to know what the name of the cemetery your grandfather's buried in is? Just because he's trying to become president doesn't mean that he has to be a perfect human being that remembers the smallest and insignificant things. He has to know how to run a country in order to be a president, not what the name to a cemetery is.
