  1. Politics....Wales and Sctland supported france (at the expense of england) so that they could have some quater finals and get games played in their stadiums... Englands bid for the worlds cup would have been a lot better, and there would have been a plate competition where teams like portugal wouldn't get annihilated..by teams like the allblacks. England had the best bid..and it's a shame for rugby really that it failed.

France gave Wales and Scotland home matches in their pools as part of a deal for Wales and Scotland to support France's bid to host the cup.  France and England were the leading contenders to host this 2007 RWC so France made the deal to get the support.  Ironically, Wales and Scotland probably would have supported France's bid anyways.

    It's believed that NZ has agreed for the All Blacks to play a couple extra tests (in Ireland, Wales and Scotland) in exchange for their support in securing the 2011 RWC.

  3. It is called  a bribe in the real world .  France wanted to host the World Cup and in order to secure the Welsh and Scottish Votes  they promised them they could host a couple of matches ..

    Happens in all sport . Look at the horse trading that goes on with the IOC Olympics host bids . All sorts of things are promised to countries to secure their votes .. Same with the Footballl World cups ..
