How come at the open they putt out of turn?

like on the 16th pradraig harrington (if u spell it that way) was 5 feet out and norman was 15 feet out .. how come harrington putt first?

I didn't see that particular one. If it happened I am surprised.

Are you not talking anout the 18th? Usually on the last hole of the tournament the decks are cleared so that the winner can have centre stage.  Once the winner has completed his round the crowd usually cheer him on for ever so it makes sense for the other guy to putt out without that distarction.
