I assume that this is a serious question? If so, the simple answer is it is against privacy laws. The reason that Big Brother can do it is because they have everyone interested in being on the show sign contracts in which they are informed that they are going to be filmed at all times. In addition, the contracts identify the use of the film, which basically means that they can transmit it to TV's. In your case, I assume that you do not have your neighbor's consent? In addition, I assume that other people may use the neighbor's bathroom? Without consent of all people who use the bathroom, you cannot legally film there. (so that goes for your own bathroom as well!)
