  1. During the late 60's the welfare state became popular and destroyed whatever progress that had been made.


  2. They were organized and thought more strategically about how to achieve their objectives. See Carl Rowan's book, Dreamcatchers about Thurgood Marshall and the civil rights attorneys of the 50's & 60's.  They orchestrated the challenge to "separate but equal" schooling in several carefully planned steps, eventually leading to the landmark US Supreme Court ruling in Brown versus the Board of Education.
